Where can I edit lots of photos onto one big collage, online for free?

Do you know of any sort of photo editing programme which I can get, which allows me to edit loads of pictures onto one big collage? I want to edit all my favourite pictures of Justin Bieber with a scrapbook sort of effect, to be my Twitter background. I don't want to use one made by anyone else, I want to make it so it's personalized to me, with my favourite pictures of him.

It has to be free, I'm not going through the whole online paying thing. It's a pain.

Yep picasa does that, free download a fairly easy to use program for editing photos creating animations and the collage thing too.
